The Empire's biggest single expenditure was the army. To pay for the army taxes had risen so much that an ordinary Roman was paying up to one third of his income in taxes and another one third in rent. |

1. With the person sitting next to you make a list of the problems the Roman Empire faced. |

2. Write each problem onto a different piece of paper, then arrange the problems in order of how important they were for damaging the Empire. |

3. In your pairs try to think of solutions to the problems you have found. |

4. On your own write a letter to the Emperor of Rome. In the letter, set out the problems facing the Empire and then write about how he could solve these problems. |
