The following guidelines should be used when completing your assignment:

  • You must refer to the criteria banner and the content of the unit throughout the assignment.
  • You should make sure you do detailed research and have a good understanding of the subject you are researching.  Keep a note of the resources you use as you go along.
  • Before handing in you must:

 

    • Check that you have completed all tasks
    • Label work appropriately
    • Present tasks in the correct order
    • That your name appears clearly in the header or footer of each page

To achieve this unit you will need to:

  • Understand the provisions set out in health and safety at work legislation and explain the terminology, summarising the possible outcomes of failing to comply.
  • Know the emergency procedures outlining differing practices in specific situations
  • Understand the purpose of risk assessments and describe the methodology used
  • Know the requirements for additional safe working practices and their integration into the work environment

 

Scenario:

You are working for the Fire Brigade and have recently joined a new FireStation. You have been asked to review the station’s procedures regarding welfare at work and prepare a report for your senior officer.  

 

Task 1 (P1)

 

Part A:
You need to produce a list of terms for the terminology used in the acts and regulations, which you will place at the beginning of your report.

You should include in your own words, definitions for the following:

HSE, HSC, hazard, employee, competent personnel, risk, regulations, accident management, Hazardous substances, duty of care and control measures.

 

Part B:
You need to produce a table of information in your report which outlines details of the acts that contribute to a safe working environment.
You must include the following information:

  • The name of the Act
  • The responsibilities the Fire Brigade, as the employer, has.

 

At the end of your table you must discuss the possible outcomes if the Fire Brigade fail to comply with this legislation.

 

You must include:

  • The H&S at Work Act 1974
  • The Health and Safety (First Aid ) Regulations 1981
  • Noise at Work Regulations 1989
  • Health and Safety (Display Screen Equipment) Regulations 1992      
  • The Workplace (Health, Safety and Welfare) Regulations 1992
  • Manual Handling Operations Regulations 1992

 

You will be asked to research one of these Health & Safety Acts in more detail and prepare a presentation on the information you have learnt. You must include a copy of your presentation.

 

Task 2 (P2)

You must describe in your report the roles and responsibilities regarding health and safety within the Fire Service

 

To achieve M1 you must explain particular health and safety issues which may impact on a chosen public service and the consequences of failing to act.

 

To achieve D1 you must analyse two cases where negligence relating to health and safety measures has been challenged in a public service,

 

You must consider:

Health & Safety: roles and responsibilities placed upon a chosen public service, managers and the individual by current legislation eg: duty of care, safety of self and others

Failure to Act: consequences of failing to comply with current legislation, the outcome of negligence including tribunals, compensation and civil claims

 

Task 3 (P3)

Explain in your report what a risk assessment is and how it should be completed. You must explain when and why it should be used.

To achieve M2 you should include an example of a risk assessment completed by yourself
on an allocated situation or location

 

You must consider:

Risk assessment: definition, purpose, documentation, format

Practical use: where and when they should be used, reduced risk, principles of accident prevention, assess risk within local establishment.

 

Task 4 (P4)

You will need to produce a leaflet for the fire station describing the steps to be taken when discovering an incident at the station and giving the emergency evacuation procedures. You must cover what to do in the event of a fire or a bomb or terrorist threat and what equipment is available to use.

You must consider:

Emergency procedures: action to be taken when discovering an emergency situation, including differing practices in specific situations, eg: fires, bomb threat, terrorist alerts

Evacuation procedures: evacuation of workers and visitors from public service buildings, evacuation of disabled persons, exits signs, and general maintenance – keeping exit routes clear at all times, signs are illuminated or clearly visible, acquainting visitors or large gatherings with procedures and exit routes.

Equipment: types of equipment available and its use eg: fire extinguishers, fire blankets, fire hose, ladders, provision of emergency equipment in public buildings

 

Task 5 (P5)

You need to outline in your report the regulations concerning the provision of first aid at work and comment on the provision at the Fire Station.

You must include a description of what makes a safe working environment, including what the employer has to provide and what must be done to ensure equipment is correctly used and electrical safety for all staff.

To achieve M3 you must explain the first aid policy for your own school.

                                                                       

Task 6 (P6)

The final part of your report must clearly explain the term manual handling, and explain the training requirements in Manual handling, for staff at the station.
You should include guidance on manual handling including some illustrations of the correct way to push, pull and lift, on a handout that could be given to staff at the fire station.

 

In task 5 and 6 you must consider:

Safe working practices: codes of practice, ventilation, room space, work stations, safety – maintenance of working environments, welfare – washing, and sanitary conveniences, accommodation for eating and changing facilities, reporting of incidents.

First Aid: duties imposed on employers – facilities, trained staff, information regarding identity of first aider, and location of equipment

Equipment and electrical safety: types of equipment used in public services, eg: office, furniture, computers display screen equipment, vehicles, communication – radio, telephone, mobile phones, protective clothing, kettles and food preparation, training requirements to enable correct usage, private equipment and its use within public services.

Manual Handling: requirements to provide training for personnel in correct lifting techniques, individual knowledge in correct lifting.

Whilst the above headings have been written in the suggested order for hand-in, it is recommended that you complete tasks in order of Pass, Merit and then Distinction.
